FOR IMMEDIATE ACTION – CHANGES TO UNEMPLOYMENT RULES IN SOUTH CAROLINA

April 15, 2010

Dear S.C. Staffing Industry Member:

My name is John Byrnes and I am the President of SCAPS (South Carolina Association of Personnel & Staffing).  I am also the owner of Express Employment Professionals in Charleston.  On behalf of the entire SCAPS board of directors I want to bring to your attention a very important matter confronting the staffing industry in South Carolina, let you know what SCAPS is doing on your behalf to help mitigate the impact it will have on you and your business and ask your help to help us fight on your behalf.

SCAPS and other concerned staffing industry leaders have spent the past several months working with the Small Chamber of Commerce, the South Carolina State Chamber of Commerce and the American Staffing Association to make sure that the revamping of the Employment Security Commission, the changes to the SUTA rates and the replenishment of the Unemployment Insurance Trust Fund do not unjustly impact our industry.

The Staffing Industry spends 100% of its time finding jobs for the people of South Carolina.  We are a bridge from unemployment to employment, we help to keep unemployment costs down in our state by finding both short term and long term employment in all industries and for all positions, we are prepared to almost instantaneously find workers for any new employer that moves into our state and we help to educate and train South Carolina’s workforce to be able to accept high paying jobs on a regular basis.

Last year alone our industry employed nearly 200,000 people in South Carolina – and a high number of these were ultimately hired on by our client companies.

The South Carolina legislature is now in the final stages of crafting legislation that will impact each and every business in South Carolina.  SCAPS is hard at work making sure that the legislature is educated about and understands the unique role that the staffing industry plays in our economy to limit unemployment thus reducing the impact on the Trust Fund. We believe these last few weeks are critical and because of that we have hired the services of The Sunnie Harmon & John DeWorken Group to lobby on our behalf to do all we can to protect the interests of staffing as the bill makes it way through committee and heads for a vote.

WE NEED YOUR HELP!  First, we need your help financially.  If you have not yet paid your 2010 SCAPS membership dues please do so today!  Please see the attached form and directions on how to pay your dues.  You can also pay via our website www.scaps.org.  This helps us to continue to fight the fight.  We also need your financial help to pay the lobbyist during these final weeks of the legislative session.  We will take contributions of all sizes.  Time is of the essence – we need your financial support today!

The second way to help in making yourself and your firm available, when the timing is right, to contact key senators and let them know that you are part of the staffing industry and that you need their support to make sure that the one industry in South Carolina that spends 100% of its time finding jobs for the citizens of this state is not be unfairly impacted by what the senate is doing to fix the mismanagement of the Employment Security Commission and Trust Fund over the years.

We believe the efforts we have made thus far as well as still others we are working on your behalf will our industry quite a lot compared to what would have happened without our involvement.  The money you send us now is an investment in the best interest of your business and the staffing industry both in the short term and long term.

So, if you have already paid your dues please do what you can to contribute a bit more to help us pay for these important lobbying efforts.  If you have not yet paid your dues please send them in asap to help us out today!

WE NEED YOUR HELP TODAY – The unemployment insurance matter is just the first of several important legislative issues we will be tackling over the coming weeks and month.  Without the support of each and every staffing firm in South Carolina we will not be able to maximize our effectiveness.

Thank you for you support and I look forward to hearing from you soon.  I can be reached at 843-744-2266

Sincerely,

John Byrnes

President - SCAPS
